Section 1: Introduction

Erbil Tower’s duty is to provide separation between arriving and departing aircraft and Erbil Tower is responsible for the constant surveillance of the airport traffic and all movement areas. Erbil Tower also issues clearances and control instructions to maintain proper sequencing and separation of ground and airborne aircraft. Erbil Tower is also responsible for selecting the active runway. Erbil Tower will always use the radio communication frequency of 128.8.

















Section 2: Airspace

a. Erbil Tower is authorized to provide service within the area: 4,000' MSL and 13NM radius of ARP. This area is contiguous with the Kirkuk approach airspace.






Section 3: Responsibilities

a.  Position Details
   Erbil Tower is operated two positions currently.  The chart below depicts the Tower’s designated operation positions and related information.

b.  The Local position shall acquire the aerodrome license and rating from ICAA. However, When the Local Controller is monitoring, the Flight Data Controller is able to control on Local Position for only training.

c.  The Flight Data position is only need to meet the physical standards of ICAA regulation.

d.  The first priority of the Local Controller is the separation of airborne traffic. The Local Controller must ensure proper separation between arriving and departing aircraft while maintaining an expeditious traffic flow.

e.  The Local Controller is responsible for issues IFR clearances and control instructions to maintain proper sequencing and separation of ground traffic.

f.    The Local Controller is responsible for issues airport information such as active RWY, weather information when aircraft is requesting.

g.  The Flight Data Controller is responsible for control of vehicle/personnel to maneuver areas. However, the Flight Data Controller shall obtain the permission from the local controller when vehicle/personnel is requesting.

h.  The Flight Data Controller is responsible for coordinating with Kirkuk approach such as inbound /outbound Flight Plan information, IFR clearance, Take-off release, Active RWY, weather information.

i.    The Local Controller is directly responsible for coordinating with Flight Data controller. If Flight Data controller is not staffed, the Local Controller also performs the duties of Flight Data controller position.

j.   The Local Controller and Flight Data controller are also expected to have a thorough understanding of the instrument approach/departure and VFR procedures at Erbil International Airport.

All controllers must meet and maintain the physical standards and of ICAA
